Detailed Walkthrough[edit]
Legate Rikke[edit]
Whenever you meet soldiers of the Imperial Legion, they will encourage you to travel to Solitude and join. In Solitude, the guards will point you towards Legate Rikke at Castle Dour. When you enter, you will witness Rikke trying to convince an ill-informed General Tullius that Nords will follow their traditions, even in a time when loyalty is tested. Apparently, rebel leader Ulfric Stormcloak is preparing to attack Whiterun so the two strategists have their hands full. General Tullius will soon approach you and recall you from Helgen. He will then point you towards Rikke for more information.
Rikke will commend you for surviving the destruction of Helgen and tell you that she's arranged a small test of your skills before you're allowed to join the Legion. When asked which test she will explain: 'The kind that evaluates your usefulness during.. duress. I'm sending you to clear out Fort Hraagstad. If you survive, you'll pass. If you die, then I'll have no further use for your corpse.' She will then explain that the Legion will set up a garrison at Fort Hraggstad but that the place has been overrun with bandits and needs to be cleared. She will not take no for an answer and will just angrily say: 'What's the matter, soldier? I gave you an order. I want that fort, and I want it now. Move it!'
Prove Your Usefulness[edit]
The fort is located near the Thalmor Embassy, west of Solitude in the snowy terrain past Wolfskull Cave. Once there, a number of bandits will attack you on sight. The fort has archers, atop towers, so approach with caution. Once the exterior area is clear, locate the entrance to the fort and enter. It consists of two interior zones: the main zone and the prison, both of them accessible from separate entrances in the courtyard. In the prison, two bandits await you in the first room, with another guarding the area downstairs. In the main zone, two bandits and their chief will ambush you upon entering. You can find a copy of the Archeryskill book, The Gold Ribbon of Merit upstairs. When all is said and done return to Legate Rikke in Solitude.
The Oath[edit]
In the castle, Rikke and Tullius will once again be debating, this time about the Jagged Crown. Tullius will once again show a lack of respect for Nordic tradition. Rikke will be pleased to see your success, and she will compliment you on a job well done: 'Welcome back, soldier. I'm glad you made it in one piece. I'll send men to garrison the fort right away. You did well. I'm impressed. But before we go any further, it's time for you to officially join the Legion.' She will then point you towards General Tullius to take the oath binding you to the service of the emperor and the Legion. Repeat the oath after Tullius:
- 'Upon my honor I do swear undying loyalty to the Emperor, Titus Mede II..'
- '..and unwavering obedience to the officers of his great Empire.'
- 'May those above judge me, and those below take me, if I fail in my duty.'
- 'Long live the Emperor! Long live the Empire!'
Tullius will then welcome you to the Legion and send you to the castle's blacksmith, Beirand, who will equip you with a set of Imperial armor. You may choose heavy, medium, or light Imperial armor. The light set contains the light variation of Imperial armor, the medium set contains a set of Imperial studded armor and an Imperial shield. Once Tullius has sent you towards Beirand the quest ends and the next one starts, your first assignment for the Empire as an Auxiliary of the Imperial Legion, The Jagged Crown.
Achievements[edit]
One achievement is unlocked at the end of this quest:
- Taking Sides (10 points/Bronze) — Join the Stormcloaks or the Imperial Army
Notes[edit]
- On completing this quest you will immediately fail the Joining the Stormcloaks quest.
- You can still join the Imperial Legion after completing the Dark Brotherhood. The oath you take upon joining omits 'Titus Mede II', but he'll still say 'Long Live the Emperor!'
- Even though Legate Rikke says she will send troops to garrison the fort straight away if you return to Fort Hraggstad before speaking to her Imperial soldiers will already be present. Because you have not taken the Imperial oath yet you will be trespassing if you enter the buildings and you will get attacked if you do not leave.
Bugs[edit]
- You may encounter a bug/message 'No Active Quest' or when you get closer to the fort the quest arrow may just disappear. Go ahead and clear out all the bandits around and in the prison first. Then, head to the main zone. The quest arrow will then reappear and point to the chief bandit. You can then properly clear out the fort and complete the quest.
- The objective Join the Imperial Legion may disappear from your list of miscellaneous objectives even though you have not chosen a side or taken any steps in the civil war questline. Going to Castle Dour and speaking to General Tullius may complete the quest successfully and begin the Imperial Legion quest, Joining the Legion. ?

The Imperial Legion is the military force of the Empire of Tamriel. Serving under the authority of the Emperor, the Legion, with its vast numbers, quality training, and rigid discipline, is considered one of the most powerful fighting forces ever assembled. A history and detailed description of the Legion is provided here.
The Legion is a joinable faction in Skyrim, and its conflict with the Stormcloak Rebellion plays an integral role in the main quest. The Imperial Legion is in conflict with the Stormcloaks during Skyrim's Civil War, and is charged with hunting down and eradicating its members throughout the province and quelling the rebellion. The Imperial Legion in Skyrim is led by General Tullius.
Joining[edit]
Following your narrow escape from execution at Helgen during the quest Unbound, and just after Alduin flies off, you will have a choice to follow either Hadvar or Ralof into Helgen Keep. If you choose Hadvar, and then from the keep either accompany him on the road to, or leave and rejoin him in Riverwood, he will invite you to join the Imperial Legion, or he might make the offer in Alvor's house in Riverwood. If you instead follow Ralof, you will be asked to join the Stormcloaks.
If you make no choice at that point, Imperial soldiers that you will encounter in your travels, or upon entering an Imperial camp will encourage you to join the Legion by going to Solitude, where you will be directed to Legate Rikke at Castle Dour. Speaking with her can initiate the quest Join the Imperial Legion.
Before you complete that quest, however, (or before you start it) you may instead decide to join the Stormcloaks. If you do so, the Join the Imperial Legion quest will fail if it has been initiated; however, you will have an opportunity to join the Legion later. At the end of the second quest for the Stormcloaks, The Jagged Crown, you can take the crown to General Tullius, who will admit you to the Legion.

Three achievements (50 points; 2 Bronze and 1 Silver) are unlocked by completing either Civil War questline (either Imperial Legion or Stormcloaks).

- The Jagged Crown: Find the Jagged Crown for the Imperials.
- Message to Whiterun: Deliver the message that will decide Whiterun's allegiance.
- Battle for Whiterun: Protect Whiterun from the Stormcloak invasion. (radiant)
- Reunification of Skyrim is the overarching quest governing the individual battles of the war. Each Stormcloak-controlled hold in Skyrim must be regained, one at a time. Which holds are Stormcloak-controlled depends upon negotiations during Season Unending, and therefore only a subset of the following quests need to be completed. See Reunification of Skyrim for more details.

Camps[edit]
Camps of Imperial Legion soldiers can be found in each hold of Skyrim except for Haafingar. These are marked on the map with the symbol of the Empire. Imperial camps will only ever exist in holds controlled by the Stormcloaks, and vice-versa, so these camps may not exist, depending on your chosen side and progress in the Civil War.
- Eastmarch Imperial Camp — A small Imperialcamp in the hills of Eastmarch, southeast of Windhelm. (map)
- Falkreath Imperial Camp — A small Imperialcamp on the northwest tip of Falkreath Hold, due east of Glenmoril Coven and north of Knifepoint Ridge. (map)
- Hjaalmarch Imperial Camp — An Imperialcamp in Hjaalmarch, located south of Ustengrav. (map)
- Pale Imperial Camp — An Imperialcamp west of Dawnstar. (map)
- Reach Imperial Camp — A small Imperialcamp situated in the Reach, northeast of Markarth and west of the Shrine to Peryite and Karthwasten. (map)
- Rift Imperial Camp — A small Imperialcamp in the Rift, located south of Ivarstead and a short distance west-southwest of the Ruins of Bthalft. (map)
- Whiterun Imperial Camp — A small Imperialcamp to the east of Rorikstead (west of Whiterun). (map)
- Windhelm Military Camp — An Imperialcamp southeast of Windhelm. (map)
- Winterhold Imperial Camp — An Imperialcamp southeast of Dawnstar and north of Driftshade Refuge. (map)
Notes[edit]
- If you side with the Imperial Legion, you cannot join the Stormcloak rebellion.
- Joining the Imperial Army may cause random spawned groups of Stormcloak Soldiers to attack you, and you will not be welcome in Stormcloak camps or forts anymore.
- If you encounter Legionnaires in their camps at any Hold while wearing Stormcloak Armor, they may question your decision on your armor and suspect you of being a Stormcloak spy. If you admit that you support the rebels, they will attack you but if you tell them that you don't mean anything by wearing it, they will allow you to stick with your choice of armor in spite of their distaste.
- If you have taken over a city for the Empire and displaced a Jarl who supported the Stormcloaks, they as well as their Steward, Housecarl and family will be exiled to the Palace of the Kings. For obvious reasons, they won't be happy to see you, but they won't attack you.
